Long story short, he wa sguilty.

The Josh heaed out on patrol.
He had to issue citations but nothing was happening. So he picked fights himself.
Manu Chandler got it the worst. A guy Josh had arrested before.
Josh kicked his butt.
But they got yet into another fight.
Josh won again.
All in vain though cause he couldn't issue a citation to anyone.

Back in the offices.
A new chief had been assigned. Looks pretty much the same.
Josh tried to schmooze again a little.

When he got home, as per usual, he was greeted by Michaela. Always sexually.

Norma was giving Amanda a bath.
